Health Insurance Marketplace
Health Insurance Marketplace Open Enrollment period is November 1, 2024 through January 15, 2025.
We know purchasing insurance through the Marketplace can be challenging. We can help you find the coverage that is right for you.
Medicaid & Hawki
We can also help with enrollment in Medicaid and Hawki programs for those who are eligible.
Sliding Fee Scale & Payment Plans
Peoples Clinic bills on a Sliding Fee Scale. Although this is NOT health insurance, it can lower the cost of your care. The scale adjusts healthcare costs through Peoples Clinic based on family size and income. An application is required.
The Enrollment and Outreach Coordinator can explain the Sliding Fee Scale and assist you with your application.
If needed, we can also set up payment plans that can help you meet healthcare needs without the burden of a large payment.

Interpreters Available on Site
Peoples Community Health Clinic is committed to providing quality healthcare for all. We help patients overcome language barriers by providing interpretative services. At our Waterloo location, we have the following on-site interpreters:
Spanish
French
Bosnian
Burmese
In addition, to meet the needs of our community, other languages can be interpreted over the phone at both our Waterloo and our Clarksville locations.
When you make your appointment, indicate which language you need and someone will be with you shortly to assist.
Reach Out & Read
Pediatric Literacy Program
Peoples Community Health Clinic is a national partner with Reach Out and Read, a non-profit organization that aims to strengthen families with you children by making reading a daily routine.
During well visits for children, our pediatric providers talk with parents about the benefits of reading aloud and sharing with their young children beginning at birth. Parents are shown how to to best engage with young children through books and how to interact with the text and the images during this critical brain development period.
Families gain a deeper understanding of why they should make reading a daily habit and how it can help with childhood development. Each child is given a new, developmentally appropriate book to take home with them. Over time, they build a small library of books in the home.
Books are available in many languages to help parents develop a habit of reading with their child. As they read and spend time together, families form lasting connections and children learn new skills that will serve them well throughout their lives.
Free Books
In addition to the Reach Out and Read program, we also offer a variety of books to share and borrow in our waiting rooms. Books are available for all ages, including adults. Patients are can keep the books or bring them back when they are done.
Books are provided by local libraries, book drives, and individual donors.
Homeless Outreach Program
Our goal is to improve your health status by improving our patients' access, no matter their situation. If a person is experiencing homelessness, we can provide the following services:
- Medical appointments and urgent care access
- Dental appointments
- Assistance finding health insurance
- Training on caring for chronic conditions (such as diabetes or high blood pressure)
- Connecting with community organizations for more support
- Assisting with housing resources (Peoples Clinic does not provide housing or money for housing. We can, however, connect individuals or families with other area agencies that can assist with housing needs.)
- Help with substance abuse disorders
We are here to help. At Peoples Clinic, we want everyone to feel supported. For those individuals experiencing homelessness, we provide assistance and the company of professionals during appointments to ensure that our patients fee safe and welcomed.

Eliminating Barriers to Care
Peoples Community Health Clinic has many specialized programs that eliminate barriers and make accessing healthcare easier for many of our patients. Below are some examples of programs that focus on specific barriers or needs.
Miles & Minutes
Lack of transportation is one barrier to care that is often overlooked. The Miles & Minutes program offers various options for patient transportation to appointments at the Clinic and to see external providers. In 2023, Peoples Clinic assisted 378 patients with their transportation needs.
Incent to Prevent
Patients are provided with a small amount on a gas card if they complete preventative cancer screenings that are ordered by our providers. The gas card is another way to reduce the transportation barrier. More importantly, patients get routine cancer screenings for early detection and treatment.
Vitals at Home
The Vitals at Home program provides patients with much needed equipment to manage chronic health issues. Tools like scales for weight management, blood pressure cuffs to monitor blood pressure, and pulse oximeters to measure the saturation of oxygen carried in red blood cells are provided to patients. Consistent monitoring of chronic health issues improves health outcomes and allows patients more control over their own health.
Partnerships
Collaborating with other organizations helps Peoples Clinic provide care in other ways. Partner organizations can extend our reach to more people, offer services we may not be able to offer, and can connect us, and our patients, with outside resources while spreading awareness.
Mobile Clinics
SimpleVas PC is a mobile vasectomy clinic that utilizes our parking lot to offer their services once a month, April through October. Although we have no affiliation with this company, it allows a convenient way to refer patients for this procedure.
In addition, we work with Vision To Learn, a mobile clinic that provides eye care to kids. Once every two years, Vision To Learn visits Peoples Clinic to offer free eye exams to kid where they get to pick out their glasses. They return a couple weeks later with glasses ready for the kids. Appointments are required through their provider at the Clinic.
Iowa Cancer Consortium
Peoples Community Health Clinic partners with the Iowa Cancer Consortium to raise awareness of cancer screenings and cancer risks.
One way we do this is to participate in the Sun-Safety Community Project. This partnership helps the Clinic provide sunscreen and skin cancer prevention information to patients and to the community.
